    Topic: Enhancing Standards and Ensuring Human Rights for People Under Police Custody and Detention

    In every civilization there are people who doesn’t behave according to the law. These individuals are getting punished for the things they do. The criminals are taken to court in order the penalty to be determined. Before they’re taken to court they stay under police custody. Every country has its own treatment to this people. Each country’s police isn’t same. As well as the criminals too. Since this reason there are different procedure all around the world. Some of the police violates the human rights of this people to get them disciplined.
    Under police custody some police treat really non-humanitarian. There are prisoners who are getting physically tortured in order to obey the order. Examples are: electrical shocking, beating to death, rape, assault, permanent damage to sexual organs, burning, dental damage, starvation, forced body positions. At the same time all of these physical tortures are mental tortures too. Tortures affect the prisoners physiologically. And they get in action to escape from these situations. Guantanamo Bay Prison can be an example, which belongs to United States. The prison is known to have a reputation for constant cases of torture. More than 100 prisoners did a hunger strike in order to protest the conditions in the prison. In China, it is reported that in many cases, detainees are used to torture others. And according to other sources if a detainee tortures other one he receives reducing of imprisonment time. According to the reports of a Chechen woman who stayed in Russian prison for 8 years, there are no hot water or usable toilets in prisons. There is a study conducted by Amnest International shows that in many country citizens believe that, in the case when they’re taken into custody they will be tortured. The first three countries are Brazil, Mexico and Turkey. Why the conditions are like that? Why the prisoners of UK aren’t scared of torture but the prisoners of Mexico are? Why a police would kill a detainee with physical torture?
    The delegation of Albania thinks this problem can only be solved by adding something to the law. United Nations can build observer houses in every country that will include observers who will travel all around the country and check the conditions of prisons. If the conditions of prison are bad, if the guardians and the police are not treating according to the human right; UN can send police from the police station which is created by UN to be used in situations like that, to work in these prisons. This way we believe that there will be less and less torture all around the world day by day. As a member of UN, Albania looks forward to offering its support to enhance standards and ensure human rights for detainees.
